Two anonymous government officials said the executive order is set to be signed on Thursday. Under the order, the Department of Justice will review cases involving the burning of the American flag to determine if charges can be brought based on laws unrelated to the act of burning the flag itself, such as "obstructing public order" or "disturbing social peace."
