It is basically a refactored codebase that can achieve a block speed of 4 seconds and quantum resistance, which will be realized in 2029-2030. These upgrades alone are not enough to make ETH Layer1 competitive, or even to make people believe it is competitive. The ETH Foundation needs a bigger dream.
