Due to changes in port regulations, Russian Black Sea oil transportation is obstructed.

Jin10 data reported on July 24 that the oil loading at two major terminals in the Russian Black Sea has been suspended due to paperwork related to new safety regulations for entering the port. Two industry insiders stated that this suspension affects the export facilities at Novorossiysk port and the Caspian Pipeline Consortium's Yuzhnaya Ozereevka terminal. One of them indicated that he expects the situation to be resolved in a day or two. After a series of mysterious tanker explosions in recent months, the rules for entering Russian seaports have changed. Earlier this week, Russian President Putin signed a decree requiring ships arriving from foreign ports to obtain permission from the port captain and approval from the Federal Security Service of the Russian Federation.
