The Arizona new encryption reserve bill could confiscate "long-term dormant" encryption assets.
This morning, May 8, Arizona's HB 2749 bill has been signed, and Arizona's first crypto reserve will be established. According to the official press release, the bill contains the following: "If the rightful owner fails to respond to the communication within three years, the digital asset is presumed to have been abandoned. Once a digital asset is deemed abandoned, the holder must submit the digital asset to the tax authorities in its original form. Qualified custodians in the state are authorized to stake these assets to earn rewards or receive airdrops. Any staking rewards or empty investment assets will be deposited into a new Bitcoin and Digital Asset Reserve Fund, managed by the Minister of Finance, and subject to legislative appropriations." It's worth noting that something similar happened last year, when a Chinese netizen named "Chu" posted on the social media platform Xiaohongshu that he decided to start hoarding coins in 2021, and at the end of that year he transferred all his tokens to CEX, a legal trading platform in the United States, after which he occasionally logged into his account to check the status of his assets. However, in June last year, the netizen found that the CEX account could not be logged in, and after consulting customer service, it was found that the account had been cancelled, and the BTC in the account was sold and sent to an agency in Wyoming, USA.
