The Shanghai municipal government recently issued a document planning to accelerate the construction of high-performance computing and high-quality data infrastructure to support artificial intelligence large models and blockchain innovative applications. The city aims to establish intelligent computing resources capable of supporting trillion-parameter large model training, high-quality corpora, and specialized datasets, and to build urban blockchain infrastructure centered around the Pujiang Data Chain.

In the field of artificial intelligence, OpenAI is negotiating with investors to sell some employee shares at a valuation of $86 billion. The company's CEO, Sam Altman, stated that while he is interested in AI-based consumer electronics, he believes that the future popularity of AI devices may not reach that of smartphones. Additionally, OpenAI has halted the development of the higher-efficiency GPT-4 model codenamed "Arrakis" due to performance not meeting expectations.

In the field of AI applications, Midjourney launched the anime-style image generation app NijiJourney aimed at the Japanese market. The American AI company Jasper released a new AI-assisted marketing tool that includes features such as content optimization analysis and brand strategy alignment. Softr AI, on the other hand, introduced a no-code application development product, allowing users to build fully functional web applications by simply providing basic prompts.

AI technology has also made breakthroughs in other fields. Meta AI has released an AI system that can decode images from brain activity, incorporating non-invasive magnetoencephalography scanning technology. The AI training platform launched by Alluxio claims to increase GPU utilization by 4 times and improve overall model training speed by 20 times.

However, the development of AI technology also faces legal challenges. Major publishers such as Universal Music have sued AI company Anthropic for copyright infringement, accusing it of illegally copying and distributing copyrighted lyrics in the process of building and operating its AI models.

In China, Jiadu Technology has joined multiple institutions to win the bid for the Ministry of Industry and Information Technology's Artificial Intelligence Large Model Industry Public Service Platform Project, which is the country's first major special project for large models.

Overall, AI and Blockchain technology are rapidly developing in various fields, but they also face challenges in technology, ethics, and law.
